Near-Fatal Collision Involving Flock Safety

McCaysville, GA — 9.02.2025— Morrison & Hughes is investigating a near-fatal, head-on collision caused by a bucket truck operated by Flock Group, Inc. The wreck, which occurred on April 28, 2025, shut down the roadways for hours, and nearly claimed the life of local 27-year-old Madison Satterfield. According to the Georgia State Patrol’s report and other local sources, the wreck occurred when the Flock vehicle attempted to pass a tractor trailer on a two-lane road and struck two vehicles, including the Jeep operated by Satterfield. The frontal impact occurred in the blink of an eye, at high speed, and destroyed Satterfield’s vehicle.

Emergency responders arrived quickly, and Satterfield was airlifted by Life Flight to Erlanger Medical Center in Chattanooga, TN. There, she spent approximately 30 agonizing days, as doctors performed numerous surgeries, attempting to reconstruct her facial fractures, repair her broken leg, implant a cardiac device, and address her traumatic brain injury. As of the date of this publication, her injuries remain life-threatening.

The Georgia State Patrol is currently leading the investigation into the cause of the crash. No additional details regarding potential charges or contributing factors have been released at this time. It is unclear whether Flock Safety or its driver will face criminal charges in light of alleged reckless driving.

Flock Group, Inc. does business under the business name “Flock Safety.” Flock Safety, founded in 2017, operates one of the largest private surveillance networks in the country, with more than 20 billion license plate scans per month across 49 states. The company markets its automated license plate readers, gunshot detection systems, and surveillance tools to both law enforcement and private communities such as HOAs and schools. While Flock claims its technology helps solve crimes, the company has faced sharp criticism from privacy advocates and civil liberties groups who argue its systems amount to mass surveillance with little oversight. Recent reports allegedly revealed that Flock is developing ‘Nova,’ a data platform that combines license plate tracking with information from data breaches, public records, and commercial sources. The program has heightened concerns about abuse and transparency after reports surfaced that, in early 2025, law enforcement agencies allegedly used Nova’s Early Access Program to track specific individuals without a warrant.

Flock Safety has not yet issued a public statement regarding the incident. Community members have begun expressing grief and support for Satterfield’s family as they cope with this devastating loss.
